Teacher of Humans and Heavenly Beings
Buddha is considered to be the teacher of humans and heavenly beings. He's not teaching beings in hell, an animal realm or the afflicted spirit realm. These beings can't attain enlightenment when they're in those realms. But eventually they will make their way through, eventually be reborn into either a human or heavenly realm,. And then this last part of this phrase is awakened and perfectly enlightened. Just kind of summing it up with that.
