Azure Arc is integrated so tightly with Azure. It's basically arm Bringing arm outside of the Microsoft cloud. You can use your bicep or or JSON templates how you want them And deploy it to them. For me as the PaaS creator I make those templates and then the customers are runs them against their machines.
