The Tenth Amendment and the Constitution

The 10th Amendment says anything that's not mentioned in here, we presume rests with the states and the people. John C. Calhoun said there is no such thing as the American people. The United States is made up of individual societies, namely the states. If all three branches gang up on the public? What if they don't?
