Dennis Hickey was already known to law enforcement as an organized crime associate. He bribed the scales official, he was debarred from doing business with the town of Islip and then he came up with this scheme to defraud them into thinking that he had sold or leased his fleet of trucks but in effect they were owned by another carding company. So Hickey Carding was actually paying off three crime families. The Colombo's, the Luccazie's and the Gambino's. They would pay their garbage companies over which they exercise control.
