The State Is Not a Unique European Idea
The state is not a uniquely european idea. It's certainly not the only way to organize people on mass. Not all humans lived in states, and you do have some really big non-state organizations such as tribal confederations or stretched oss urasia. There are key differences, but there are also commonalities. The state is very much agrarian institution. And states that border pastoral peoples often find their relationship with them hard because of different notions of ownership.
