Democracy can elect tyrants. The tyranny of a majority over minorities, can be a real hazard in almost any democracy. So we need democratic institutions to guard against this perversion. In the next part that am about to read, the companions discuss how if sparta figured out that the fact that thinkers, philosophers and scientists were useful in a society, then they could become far more powerful.
