Watkins was pretty consistent with most of his press responses in the wake of the massacre. He insisted Achan removed all illegal content and he made commitments about getting better at policing the site for literal crimes. But while he said all this, he also adopted the slogan Embrace Infamy on the landing page of Achan. So it's clear there seems to be an aspect of this that he might have enjoyed.
