The executive branch is managed at a very, very deep level of detail in terms of its organization and its funding by congressional legislation. The congress was originally set up to be the voice of populism but has turned into an oligarchic body with 98% incumbency rate. And then there's a sort of seniority system to make sure if you actually do replace one of these dinosaurs, the replacement basically has no power. For anyone inside the administrative state, you barely notice what we call sort of changes of power.
