Is Qualified Immunity a Problem?

I think one direction where this now that we're kind of getting past the initial shock of this tragedy is talking about possible reforms. And, you know, in my view, that works in tandem with a robust civil remedy, right? A robust predictable civil remedy is what gives every department the correct incentives to get out in front of that and give individual officers the incentives to take that seriously as well.
