i think it all depends on really the teams and like how centralized research is. i would definitely think about who your content creators are as you're building up these requirements. Id also have been at companies where it's not centralized, and there are people everywhere at the company doing research. So i'd recommend you evaluate this as part of your requirements stage and as part of the draft stage.
