The Idea of a Gate
Working memory is capacity limited. We can only hold a few things at once, for one thing - so you don't want stuff that's just elevant to be stuck in your head. The notion of a gate is a metaphor that kind of captures that idea. When a gate is closed, it doesn't let information into memory or let information out of memory for a particular channel. But if you open it, you can either allow information to be maintained, or if it'salready in memory, you can allow that information to influence behavior. So the gate kind of allows you to be more flexible,. whereas the prefernal cortex is an interested in robustly maintaining information.
