The Importance of a Hard Cap on Salary

I don't mind if Saudi Arabia becomes the league, I just don't think it will become the league. My issue is if you set a hard cap on the money to try and bring everyone together, the only thing that happens to football is rich owners take money out of football. But again, I think if they can't fly into the stratosphere, you give everyone a chance in this low scoring, high variable game.
