A lot of it is informed by your own culture, so I don't think there are rude cultures out there in a sense per se. When you're doing contract matters, my suggestion is to be formal and direct. For most everyday business and or professional communication, it's going to be a sort of neutral style which kind of borrows bits of the indirectness from formal language.
