You might not even be the final decision maker, like you still have to take it in many cases. There are pay bands that get difficult to go outside of. If you're already towards the upper end of your range, then another way you can present that to your leader is to say, i realize i'm already towards the top end, and it'd be very difficult to give me a race to where i want to go.
