Is There a Theory of Elites?

I'm happy to give you lots of criticism of experts too, because I think a lot goes pretty wrong with experts. We often have experts judge for the wrong abilities, the wrong skills that they evaluate them on really. And so often experts are good at the wrong things. So surely we can agree that in organizations, there are in fact management hierarchies and there are people at the high end and people at the low end. That's what I feel with your word elite.
