Did the Constitution Matter to the Young Turks?

Libya was a part of the Ottoman Empire that meant nothing to these young Turks until 1911. Libya was an Ottoman colony akin to the ways the British thought about Kenya and the French thought about Senegal. It was a place that the Ottomans were going to demonstrate its imperial sophistication, its ability to civilize otherwise backwards peoples.
