The Lax Cornelia
The law under which they accuse him is called the lax cornelia. This is a law against using sorcery in a way that does damage to other people. A lot of their accusation comes from the fact that he's very poor and therefore had motivation. Clearly, they don't know him if they think he'd care about money.
