I think Europe is divided. There is a section within Europe that sees the United States as their natural leader. For them, NATO is the answer to what they see Russian attempt to reshape Europe. Once you are part of NATO, it's difficult to assert your own strategy autonomy. The decisions would be taken collectively and collectively means the most important player in the alliance would take the decisions.
