Setonius basically says that as soon as a nero's mother leaves the scene, nero becomes who he was always going to become. Ii find him so fascinating because, as you say in the book, caesar is not really the first emperor of rome. Octavian is the first emperor and i think s well we wouldn't be talking about nero or marcus or antoninus without octavian.
