The Bipartisan Bill and the State Legislature
Republican state legislators are often more and more conservative, especially the new ones that have gotten elected more recently. Democratic state lawmakers in very blue states are more and more liberal. And so they're coming in with policy priorities that are further, closer and closer to extremes of parties.
