The Importance of Business Districts

The electronics manufacturing giant Foxconn announced that it was going to open a 20 million square foot plant employing 13,000 people in the relatively small town of Mount Pleasant, Wisconsin. In order to build that plant, they needed property that was at the time a residential development. The city rezones the properties to call them business districts. And then because they're zoned as business districts, the residential properties are considered blighted.
