Leaders need to start with the concept of permission, and then perhaps by modelling. You can say, as a leader, i just want you to know that i'm not expecting you to have notifications on. These kinds of public declarations can be a tacit invitation to teams do the same. And it is also laced with permission, because you are already modelling it.
