Is the Biden Administration Managing and Deploying That Money?

There was a congressional appropriation of forty eight billion dollars just for testing in the relief act. Did the biden administration efficiently manage and deploy that money? Or is their money just sitting around and not being utilized to get us through this dire moment? I don't know that for certain yet, but i think there are questions.
