What's Going on With the Jim Crow Laws?
The first federal policy excludes chinese people, yet they're not allowed to come here. There was a real incentive to keep the doors open to emigration from europe because a lot of the manufacturing was on the east coast. As long as you have a high supply of labor, you can keep wages down. It's only in the 19 twenties that businesses are willing to support closing boarders.
