The Importance of Net Spend Plans in CMS Programs

There was much less research done on programs with downside risk than programs that were either upside only or just didn't evolve risk at all. Many of the models involve payments plans back to providers and so we've seen this a lot of CMS programs where an alternative payment model may be associated with the reduction in medical spend but after you account for all the payments that go back to providers it costs the payers more, cost you know cost CMS more than they saved.
