Food Cart Regulation in New York City
In Portland, food carts have nearly no requirements for a particular structure. That makes the cost of entry low and thus leads to a proliferation of food carts. In New York City, street vendors are regulated to death. There's a cap on permits. And so many of them these days have to work basically unlicensed.
