Yoram Barzel was a University of Chicago economics PhD employed for most of his career at the University of Washington in Seattle. He died just in late 2022 quite recently, but up until the end he was still working. Here's the way to think about measurement costs. To the buyer, all costs are transaction costs. The problem is impersonal exchange. What we would like to do if we want an efficient economy is to get to the point where exchange is impersonal. You don't have to know who you are. You can still undertake this transaction with very little cost.
