The Two Level Game Approach to Foreign Policy, Daron

The two level game way of thinking about foreign policy assumes that the actions of the leaders are not, in themselves a way of shifting what domestic audiences will accept. The cheap and easy response to your point is that if you fail to change minds when you try, then you lose the next election, or you're askded in a revolution or a coup. Leaders not only need the courage to lead, but the political smarts to know how to build those coalitions of support for seemingly unpopular views. And i don't think there's any government in the world that is as constrained by domestic politics than baging.
