The Fed gets its data or its assumptions about the economy from the same place the general public does. They pay enormous attention to share prices, both in trying to manipulate consumer and business behavior as well as what the economy must be doing. Because the labor data is what it says, because they have to take it at face value,. don't really look at other other statistics and accounts from inside the US economy as well as around the rest of the world. Taking instead the Keynesian approach that the US economy is largely an isolated US economy, not subject to the same forces that are right now devastating large parts of the global economy in China.
