Keota - A City in Disarray

Matsudaira Katamori was the youthful 26-year-old Daimya or feudal lord of Aizu domain in what's now Fukushima Perfecture in Northern Honshu. He had been named to the newly created position of Kyoto Shugoshogu, roughly military governor of Kyoto. The young Shogunate could not afford a massive explosion of Loyalist violence in the city of Keota. It wasn't like the entire Aizu military could just pick up and occupy Kyoto.
