To be in the United States without papers is not a crime. The protections that are guaranteed in the U.S. Constitution, to people under criminal proceedings, do not apply to people under civil proceedings. And so what the Supreme Court did is effectively dropped veil between Chinese immigrants and deportation proceedings.
