Do Two Wrongs Make Category?

Congress can take away their most favored nation tariff status unilaterally. That violates w t o rules. And this gets us into the a, you know, do two wrongs make category? I mean, the russians have committed an enormous wrong. This is a very small wrong, but it's still a wrong. i'm not sure the best way to respond to russia is to also violate the rules.
