The Promise of a Final Jerusalem
It seems like chapter 31 is intentionally giving us an order of prophecy. There's the promise that God will be with them in exile, the promise that he'll bring them back to the land and restore their fortunes after exile. And finally, it seems like the chapter wraps up with promises related to the end times. All of this is pointing to the payment of Christ on the cross and the indwelling of the Holy Spirit.
