How Do Committees Encourage Collaborative Approaches?
On the staff level there's official rules that might entitle the minority to one witness in a hearing. In some cases when there's good relationships and particularly on less fraught topics there might even be a collaborative committee approach, she says. The relationship between the chair and the ranking member really in setting the tone and the culture of a committee is important for building basic relationships we see are so lacking in Congress today. She adds that committees can under some conditions form a space to build relationships.
