The Importance of National Welfare in the Constitution
George Washington was the one who led everyone along that path, which ultimately makes him the only real founder. He understood the importance to the nation of tying the West to the Atlantic Coast. Even though it had the appearance of being for a particular locality, it was national in its scope because of its implications. It wasn't just acting on the basis of political expediency in the context of a political debate. The significance of that argument is derived from the fact that he made it prior to the Constitution.
