Is That What's in Orbit?
The US and Robert McNamara famously said, well, in orbit means you have to go around the earth once. So that's what we call a perverse incentive structure, which is that if you put a nuclear in outer space, you have to make sure it destroys the city or something. And so you can see, right, like the states immediately started interpreting these ambiguous terms in a way that would benefit them.
