There seems little to no doubt that the attacks against british possessions in asia were to be carried on without warning. There are different points of view, and i am not qualified to pick among them. Regardless of which point of view you adhere to, it's clear that the people in hawaii didn't know this was coming. And because of that, their wrath for this entire war will be visceralmean.
