Chicago economists say criminals are just rational people responding to incentives. They thought economics could help you see a lot of things more clearly. These models often ended up justifying right-wing political positions. And so the idea is that all you need to do is give people the right to not be polluted and then give them the ability to sue and enforce that right against a company.
