The idea is that your operating system is made and we're talking about the user environment, right? The entire user environment is made of items. Items are strictly data, that's it. They can't do stuff on their own, so it's just data. And then services are the only way to get data in from the outside world. That's how you break the notion of an app. If you could ship one contained thing that glues, the interface with the service, with the data, then people just are gonna ship apps, right? But that's not what we collectively decided here, is right for the user model.
