The Chicago Plan: A Return to Plain Berliner Banking
Martin Wolf has suggested moving from a three to one leverage ratio. He also mentioned turning the banks into savings banks, which is what they were originally imagined to be. The Chicago plan was ironically developed by the University of Chicago in the 1930s. It would mean that all of us would have money issued by the central bank and we would have accounts with it.
