The Problem With High-Risk Pools

Sally Kohn: I want to see something on the high-risk pools specifically. She says if you have the kind of politics that would make them work, you wouldn't need them in the first place. Kohn: By segregating the sick out from the market, they reduce their political power. The one example of a high-risk pool that works well right now is the Medicare program for kidney failure.
