The israel equivalent of the fbi started tracking the locations via the phones of all israelis are using the various soltouts. If you were in the proximity of somebody who was positive, for lettinging more than x amount of minutes, you would actually get an s m s from the government telling you you need to go into quarantine. And if they found out that you broke quarantine, you could get fined for, you know, a large amount of money. That just sounds too scare to me, because it starts with good intentions, but there's no accountability.
