In developing countries, 70 to 80% of society is informal. Most people have such low capabilities that their organizations do not even have the resources to register themselves as a registered organization. All the politicians, from the prime minister downwards, are breaking rules. Each violator is linked with other violators, and every has something to lose. And so finally, what happens is that your enforcement agencies are also corrupted. So we shouldn't put our hopes on that process of enforcement from above for achieving either development or anti corruption.
