Putin's Delegation of Military Actions to Non-State Agencies

Putin is very, very dependent in a sort of public opinion and avoids taking unpopular measures. This year he stripped last governor of Russia except for cadet who still had their own border guards - imposed National Guard instead. Local powers should have zero command over people with guns; it broke this year. Some regions indeed formed this battalions and send them to Ukraine as Putin commanded. And at this point, some of these actors are basically preparing for chaos. So if chaos starts, it's better to have your own armed man in your home region.
