Cuba's High Human Development Index

The human development index is used to compare how well different countries are doing. Cuba was the second highest HDI country in Latin America three or four years ago. The extent to which this weighting of these things throwing them in there, it's reasonable. That's perhaps somewhat questionable, but it's an index that is out there.
