The world might have had its attention diverted, looking at the zaparisa nuclear power plant. We might all have been looking elsewhere when these things were were plopped down there a by submarine. And who's checking the pipe lines? If if these pipes are there and are part of your critical national inferstructure, they should be checked. This is almost liken underwater siber attack, if you like. But er, any suggestion that it was an explosive device will be, will be loked at very, very carefully.
