In the tropics it's easier to do, i think, than in the developed world. It goes back further than what you're saying. In mediaeval times, we hanged people for dredging the sea bed. Now we subsidize it. We know exactly what dredging is doing. Why? Why do we still do it? There is no answer for that, except, I think, to get the people just to say, enough is enough.
