The Importance of Enforcement in Reconstruction
The 15th Amendment was passed by Congress in 1869 and ratified in 1870, nearly five full years after the official end of the Civil War. Qadada says that though white unionists in the South could be of some help to these targeted communities, it was never enough to save everyone. And troops rarely arrived soon enough to stop murders.
