The Importance of Having a Good Outgroup
The West outcompeted the Soviet Union, which was an attempt and incompetent one. The West by force of numbers and plus Russia defeated the Nazis who were another top down. And how that will work out this time, we'll find out. But at least there's some track. So your example show that you have to have a sufficient outgroup in order to galvanize cooperation amongst the federalized outfits.
