Is There a Developmental View of Leadership?

There's a development view that Paul started out working with churches that were more kind of democratically led, like in Corinthians. And then you have people who would say, well, I don't think there's necessarily developmental view, just there's no one size fits all model of leadership for individual congregations. So we can't take what Corinthian says about leadership and say that's true. That should be true of all churches.
